My clue is all about Codebreaking. It is not a "clue" really.
Break the code. Once you know how to solve it the solution is very easy.

Try this...Caesar and Codebreaking. Think along those lines.
Just remember when breaking a code everything you are given is usually needed to solve it.
For the building, try highlighting it with your mouse. It helps.
Rule 1 of code breaking is that everything you see is important.
and a lot of the time, what you see is very literal in meaning.
1 - Who said it?
2 - The symbol of the hallows is a literal connection to solving this clue.
3 - The "cypher" is so close yet not right.
The Phrase: We need to use a Caesar Cipher
The numbers: ...are what we need to decode.
DH: The symbol is the key to decoding it?

Seriously, the numbers aside I think this has something to do with Caesar's Box instead of Caesar's Cypher. There are 9 items in the clue, that makes the box perfectly. But what do we do with it then?
The phrase leads to the way to decipher the clue.
The numbers all correlate to a letter. directly. nothing fancy, nothing deep, nothing out of the ordinary. One Number goes directly to a Letter.
The symbol symbolizes exactly how to link the number to the letter (sort of).
this isn't a deep clue.
You do not want to use the Caesar Cipher.
I have not been cryptic at all, I have been very literal.
